Study “Implementation guide on Minimum Energy Performance Standards (MEPS) for non-residential buildings”

Non-residential buildings account for 30% of the total building area in the EU and are responsible for 34% of the final energy demand for heating and hot water. The study examines how MEPS is already being implemented in various countries and regions and draws lessons learnt. It also shows which steps EU countries can take in order to implement the MEPS requirements under the EPBD. This includes: 1) collecting meaningful data on non-residential buildings; 2) determining the requirement of MEPS nationally; 3) translating the EU requirements into requirements for individual buildings (e.g. energy certificate class) and 4) setting up a system to support owners in implementing the renovation requirements.
